President's Message


The 2018 General Assembly session is progressing quickly. We have just a week and a half left until crossover, the point at which both the House and Senate can only act on bills that have passed the other body. Committee dockets and floor calendars have been long this week as each house works to complete work on their own legislation.

 

The exception to crossover is the budget bill. We will continue to keep you informed on the budget process over the coming weeks. You can view the full 2018 session calendar here.

New Optional Family and Medical Leave Credit for Employers Becomes Law for 2018 and 2019

 

The Tax Cuts and Jobs Act (TCJA), which was signed into law on December 22, 2017, creates a new business tax credit for eligible employers that provide paid family and medical leave to their employees.The tax credit is temporary, applicable to the 2018 and 2019 taxable years only, and is equal to a percentage of wages paid to qualifying employees who are on family and medical leave. To be eligible for the tax credit, an employer must have a written policy in place that provides at least two weeks of paid family and medical leave at a payment rate that is at least 50 percent of an employee's normal pay rate. The tax credit only applies to leave that is taken for a reason permitted under the federal Family and Medical Leave Act (FMLA). Paid leave that is provided as vacation leave, personal leave or sick leave is not taken into consideration. The tax credit only applies with respect to employees who have been employed by the employer for one year or more and had compensation of no more than $72,000.

2018 Session Legislative Roundtable Meetings

During the General Assembly Session, the Virginia Chamber holds weekly "Legislative Roundtable" meetings for our members and other stakeholders to gather to discuss issues of importance to the business community. These informal, discussion based meetings allow attendees to update one another on bills and other items of note during the fast-moving General Assembly session.

 

All meetings are from noon-1:00 pm. Please note that all meetings will be held in the Tilghman Room located in the lobby of the SunTrust Center, 919 E. Main St., Richmond, VA 23219.

 

This year's Legislative Roundtables will be held on the following dates:

  • January 22
  • January 29
  • February 5
  • February 12
  • February 19
  • February 26
  • March 5
